Did not cover pet surgery in the waiting period

Got top cover 8ws after getting my pup. She had been vet checked. I had to take her to the vet within the waiting period after she hurt herself during play which I paid for. Then my dog needed urgent surgery on her hips. This was well AFTER the waiting period. I was shattered. Everyone said it would covered, including the vet who'd seen her previous for the UNRELATED matter. But they judged the visit during the waiting period as related and after two major surgeries on my dogs hips I was not covered at all and got a bill for $7500. I also wanted to transfer the policy to my name from my housemates (I am the authorised person - and I pay for it) but they say I need to start a new policy.
