Damaged suitcase small claim.

on arrival home noticed damaged to suitcase wheels. Registered a claim for repairs. Claim refused.! If they don't pay out on $35 to $40 small claim- what would happen if I had needed to make a substantial claim? Tick Travel have a reputation for not paying claims.
