Luggage not covered in hold!

I thought travel insurance is there to protect your belongings otherwise what’s the point. I bought my policy with itrek as I thought they would be good for my trip backpacking around South America. After 19 hours on a bus, the worst thing that could happen, happened. My backpack was stolen from the hold of the bus I was on. So I filled out all the appropriate paperwork (not fun) then to be told that luggage isn’t covered if it’s left unattended in the transport carrier of a bus. What was I meant to do, put it on my lap!
